On/around Avenida 27 de Febrero and the corner of Avenida Luperon. Behind the Junta Central Electoral.
Went into the cashier on the right side of the building and paid 1,200 for the new one and the fine since my old one expired.... over a year ago.
Went into the center door into the back room, gave them my old one, my residence and passport. Left 10 minutes later with my new card with the biometrics.
No problem.
I have to get my Residence renewed also, but will send that to our Lawyer down here and they will take care of it. I don't need to be in S.D. for that.
No problem.
We have used an immigration atty. down here for many years to take care of "our stuff". He is great and speaks English.

Did you renew your cedula in Santo Domingo just because you happened to be there?
So far I have not had to pay anything for the renewal. (I saw in your other post that a main purpose for your trip was to purchase a gun).

We had to go to S.D. on other business as well so being that mine us over a year expired, needed to to it in S.D. As we understood our Atty., Jordie, these are the rules for us Expats.
A valid/current Cedula can be CHANGED at several "new" places to the new biometric one BUT the expiration date does not change.
All Expats MUST go to S.D. to renew Cedula with the new expiration date.
New cost for renewing current Cedula is RD $500, with an additional fee to renew expired ones. (1,200 RD total for mine being over a year expired.)
Let us "assume" that information and even real experience will change. I can only report my experience and what I am told and try to pass on as best that I can.
S.D.: walk in, show, pay, get processed and leave. Have a nice couple of days and come home all nice and legal.

JANUARY?????? PLEASE tell us how this ends.
They did require both index finger prints and I DID have to start over due to my phone number did not match what ever info they were looking at. We gave our phone number twice, both finger prints and a photo each time. No problem but was noted.
One point is that I did it in 20 minutes and I'm good for 6 years with the new card. Had a little vacation too.
Jordie said that he can take care of my Residence renewal by sending him my card and the fee. Great. But he did say that the "new" computer system has had problems and that my photo on file may have been lost. Along with more. Meaning that I would have to go to S.D. to renew it.
We will see next month when I send it to him for renewal.

Ringo, Point taken for me to check on if this was just an update of my cedula to the new version with the same expiration date. It certainly doesn't surprise me that we would have to go to Santo Domingo to actually renew our cedulas as residents. It makes me wonder if my wife has to go back to the office near where she was born in order to renew hers.
There is little about trips to Santo Domingo that I enjoy, already having been there more times than I care to have been.
At least it isn't necessary to go there any more for renewal of a gun permit.

Unfortunately, as Ringo mentioned, we as residents can only renew our cedulas at the office in Santo Domingo. We went to the office in Sosua today to find it had been moved to the Clinica Gil building which can be found by proceeding past the old office, going to the end of Calle Ayuntamiento, taking a left turn at the corner and the new JCE and Ayuntamiento offices will be about 1/2 block down on the left.
They still did not have my or my wife's updated cedulas. What a joke. Maybe in a few more months. I asked if it might take until next year (or the next century) and they just laughed. The way it looks I might not have an updated cedula until the next time I actually need to renew in 2011. My wife can get a new cedula at any office according to what they told us today.
Maybe by 2011 they will have advanced to the point where residents can do both the cedula renewal and residency at an office local to us without that trip to Santo Domingo. Maybe, but I doubt it.

Sounds like at least some Expats AND Dominicans have gone to the new "local" offices to try to meet the Governments requirements for the new Biometric Cedulas.
I have yet to hear that anyone, Expat OR Dominican, has received one from these local offices. (Including postings on another board.)
With the internal problems of "Mafia", lack of cards and equipment, computer problems. Add in the confusion that this is NOT a renewal but a replacement Cedula for Expats and some Cedulas have expired while waiting, this could get very complicated and frustrating to all.
So two or three people here have Cedulas that have expired while waiting for the new cards. Will they finally get the new Biometric Cedula with the expired date? I really wonder what the outcome will be? (I do not expect an answer to this unless someone has actually recieved their new Cedula from a local office.)
Yet in S.D., it was a 20 minute process even with a small glitch that was no problem. We did go early, 8:30 AM, trying to beat the traffic and lines. Only one other person there to get hers done while we were their.
Can you take your Cedula "papers" to S.D. and complete the process, renew and walk out the door with your new card?
S.DR, can you explain your gun permit renewal process/time line in the other thread I started about gun purchase/permits?

It will almost never be a Dominicans fault or problem. I think that the odds are that the "ball" will end up in your court with no apologies.

I renewed my cédula this week as well. The new place to do it is on Av. Luperon, and it's between Av. 27 de Febrero and Av. Bolivar. It's a newer building and doesn't stink of corruption like the last place did. Cost was RD$1200 (mine was expired). Definitely need to bring your passport with you. I happened to have a notarized (in the US) copy of mine with me and they did it anyway. Took less than 10 minutes. Very nice people they have there.
As a resident, why (Besides this being the Dominican) would you have to show a U.S. Passport?
As a resident, theoretically one no longer would need the U.S. passport if they intended to live in the Dominican.
That's exactly what i told them. "I'm a resident. I don't go out in the street with my passport." It didn't make any sense to me either. I understand why they ask it for the provisional residency (and thus first cédula, because at that point, you have no other legal ID with you), but for renewing an existing cédula with your residency card in hand doesn't make any sense. You have legal ID for the country then.
